If this employee is playing with all sorts of toys on the Internet, perhaps your use of the word "baby" actually does apply. And further, his reaction when you walk by is not on the list of adult behaviors either.
Most employers today have policies on Internet use, and they also have the right to monitor and track the what, where, and when of employee surfing. At the same time, there is a broad range of policies in this area. Some companies have policies that require the employees to use the Internet for company business only, while others have considerable flexibility.
The approach that you take with this employee depends upon your company's policies. However, either way, when your employee repeatedly changes his behavior when you approach, whether he is reading a magazine, on the phone, or on the Internet, that is enough of a sign to tell you that it is time to give him a constructive message regarding his behavior and job expectations. If he does not get this instant message, then perhaps a more formal message will get through.
